If you are under 25 years of age and have no education, you must apply for at least two study places in the application period for studies starting in the previous autumn semester in order to maintain your right to unemployment benefit paid on the basis of unemployment. If you do not apply for study places, we cannot pay you earnings-related daily allowance based on unemployment. In addition, we cannot pay if you yourself cause by your procedure that you are not selected for the place of study.
The easiest way is to take care of applying for study places in the spring joint application process.
You may have the opportunity to replace applying for a study place with other measures if you have agreed on this in your employment plan with the employment authorities.
If you lose your right to earnings-related daily allowance, you can apply for it again after you have completed education leading to a degree or participated in a service promoting employment for at least 21 calendar weeks. The loss of entitlement does not prevent us from paying you a daily allowance if you participate in an employment promotion service.
The employment authority is responsible for supervising the joint application obligation, imposing and lifting sanctions, and providing advice on the subject. If you need any further advice in these matters, do no hesitate to contact the TE Services.
Obligation to apply for education and earnings-related daily allowance
If you are a young person without education, i.e. under 25 years of age, and you have not completed post-comprehensive school or upper secondary education leading to a degree or qualification and providing vocational skills, you must apply for at least two study places in the application process for studies starting in the autumn term, for which you meet the admission criteria.
The studies may be degree-oriented education, vocational training that provides professional skills, or upper secondary school studies if you have completed only basic education. The studies may also be education provided at a folk high school or a sports education centre as referred to in the Act on Liberal Adult Education, provided that the studies are full-time, meaning that the scope of the studies according to the curriculum is on average at least 5 ECTS credits per month of study or 25 teaching hours per week.
In the employment plan and in a plan replacing it, it may additionally be agreed that the person applies for:
studies in accordance with the Act on Vocational Education, the objective of which is to complete a part of a vocational upper secondary qualification
education referred to in the Act on Education Preparing for Degree Education
preparatory education for higher education studies intended for immigrants
education preparing for work and independent living, if the person needs special support in their studies due to illness or disability as referred to in section 7 of the Act on Vocational Education
labour market training acquired as a joint procurement with an employer or organised in a comparable manner, or other corresponding training.
You cannot fulfil the obligation to apply for education by applying for education other than the labour market training referred to above.
If you are a young person without education, you are not entitled to unemployment benefit from the start of the autumn term (1st September) if you are without a valid reason
failed to apply for a study place in the manner mentioned above

You can agree with the employment authorities on measures to replace applying for a study place if the reason is your
health
learning difficulties
language skills
specific orientation towards certain studies, or
other similar factors
Performing military or non-military service cannot be a substitute for applying for a study place, unless there is a special reason for doing so.
If you have agreed with the employment authority on an exception to applying for a study place and you neglect the agreement without a valid reason, you will lose your right to unemployment benefit from the moment of negligence.

health
learning difficulties
language skills or
other similar factors
In the case of discontinuation of studies, it is also required that it has not been possible to organise the studies taking into account the state of health, learning difficulties and language skills.
Restoration of eligibility to unemployment benefit
If you have lost your right to unemployment benefit due to failure to comply with the obligation to apply for education, you can restore your eligibility if
you have completed education leading to a degree that provides professional skills; or
you have been employed for at least 21 calendar weeks in a job accruing your employment requirement or in a service promoting employment
Even if you have lost your right to unemployment benefit due to neglecting theobligation to apply for education, it does not prevent you from receiving earnings-related unemployment allowance for the duration of services promoting employment.
