Partial early old-age pension will continue to have no effect on the amount of earnings-related allowance you receive. In May 2026, changes will enter into force that reduce unemployment benefits when a person receives partial early old-age pension. However, these changes apply only to the general allowance, not to earnings-related allowance.
From May 2026 onwards, the basic unemployment allowance and labour market subsidy will be replaced by the general allowance, which is a means-tested benefit. Partial early old-age pension is included in the means test and is therefore taken into account when determining the amount of the general allowance.
Under the Act on General Allowance, 50 per cent of the portion of the partial early old-age pension exceeding EUR 311 per month will be deducted from the recipient’s full monthly general allowance.
If you move from receiving earnings-related allowance to receiving the general allowance, the partial early old-age pension will therefore reduce the amount of the general allowance.
Please note that partial early old-age pension cannot be terminated. However, you may cancel the partial early old-age pension in writing within three months of it being granted. In that case, any amounts already paid will be recovered.
